Canada’s workforce is experiencing a shortage of trade professionals with exceptional handwork skills, particularly Welders, Electricians, Carpenters, sous chefs, Auto mechanics, Auto body mechanics, Plumbers, and Housekeeping managers. Employment and Social Development Canada has estimated that roughly 700,000 skilled tradespersons will retire between 2019 and 2028.
To fill this gap, Immigration, Refugees and Citizenship Canada (IRCC), the country’s federal immigration authority has opened up a pathway to the Permanent Residence Canada (PR) Visa for trade practitioners in these fields under the existing Federal Skills Trades Program.

Trade Certification under the Federal Skilled Trades Program
This Program offers the PR Visa to people who are qualified in a skilled trade, have at least two years of relevant work experience (within the past five years), have a valid job offer from a Canadian employer, meet the language proficiency and education requirements, and, crucially, have a certificate of qualification.
The certificate validates your credentials to work in a particular trade in Canada, provided that you pass a certification examination and meet the respective requirements for practicing the concerned trade in the Canadian province or territory issuing the certificate, i.e. the province or territory where your trade is most in-demand.
Suppose you are licensed to practice your trade in India. In that case, you will still need to achieve a recognized Canadian Red Seal certification to secure a job offer, work in Canada, and become a permanent resident.
How Do You Qualify for the Red Seal Program?
Skilled tradespersons must meet expected standards and pass the Red Seal examination to practice specific trades across provinces and territories. A total of 54 trades fall under this Program.
To obtain this trade designation, you must pass the Red Seal examination, which will test your knowledge of tasks and activities involved in practicing a trade, as outlined by the Red Seal Occupational Standard. The multiple-choice examination must be completed within four hours, and the passing score must be at least 70%.
In addition to passing the examination, candidates must also meet eligibility requirements related to formal training, work experience, apprenticeships, and so on, which vary depending on the specifications of the province or territory where their skilled trade is in demand.
You can identify in-demand skilled trades across different provinces and territories here.
Positive Change for Overseas Qualified Tradesperson: Certificate of Qualification
Considering the labor shortage and the rigid licensing requirements, and given that issuing trade certifications fall under the purview of the different provinces and territories in Canada—each with its procedures and requirements—the federal government has made it easier for skilled tradespersons to work in Canada.
Trade colleges in Canada can now offer training courses - online and online - to foreign tradespersons to assist them in getting a certification of Qualification.
After getting this certificate of qualification, a Canadian Employer can offer the holder a job. This can help them obtain an endorsement that will allow them to work in Canada.
The holder can join the Canadian workforce by working under a licensed tradesperson.
While in Canada, the certificate holder can appear in and pass the Red Seal examination and become a fully licensed tradesperson in their trade.
