On 23rd April 2020, the Manitoba Provincial Nominee Program – which nominates eligible foreign nationals for permanent residence to Canada’s federal government – conducted a draw under its Expression of Interest (EOI) system. 132 eligible candidates under various categories or ‘streams’ of the program received Letters of Advice to Apply (LAAs) – inviting them to apply for a provincial nomination.
Under the EOI system, Canada immigration aspirants who wish to permanently live and work in Manitoba are required to submit an EOI under an MPNP stream that they are eligible for. Each registrant is allocated a point score based on relevant selection factors. The highest-scoring candidates who meet the point cut-off are issued LAAs through EOI draws. The point cut-off changes with every draw, and is different for every stream.
In this draw, candidates under the following streams were invited:
Skilled Workers Overseas Stream: 25 skilled workers living overseas with a strong connection to Manitoba – who scored 714 or more points – were invited directly by the Manitoba Canada PNP through a Strategic Recruitment Initiative.
Skilled Workers in Manitoba Stream: 93 skilled foreign nationals currently employed in Manitoba – who scored 489 or more points – received LAAs
International Education Stream: 14 candidates graduating from Manitoba colleges or universities received LAAs.
Of the 132 candidates invited, 7 held valid Express Entry IDs and job seekers validation codes. Within 60 days of receiving an LAA, candidates must submit a complete application to the province. Applications are thoroughly assessed, and successful applicants receive nominations. Nominees can subsequently apply for permanent residence to the federal immigration authority – Immigration, Refugees and Citizenship Canada.
While travel restrictions were imposed by the Canadian government on 16th March, the Manitoba Provincial Nominee Program has continued to hold regular EOI draws – on 26th March, 9th April, and the latest on Thursday. It is evident that the province is intent on welcoming new immigrants to fulfill local labor market requirements, despite challenges posed by COVID-19.
